Shell Open Problems

On Brinks list of Shell commands (windows 7)I did not see Shell:Open or Shell:Open With
so a little confused why they are not there.

Here's my Problem
Visual Basic Classic (VB5) - yes I still use it - as of today starts Maximized instead of Normal (moveable).

For years when starting Windows VB5.exe file from a Windows ShortCut the
program would start Normal (window moveable) with an SSTab inside that Window
showing tabs (New, Existing, Recent).

Today something changed. Either I accidentally hit some keys that caused that change
or something else occurred.

A search of the registry showed the program at various Keys with subKeys of
Shell>Open>Command containing the string:

MyPath/VB5.exe "%1"

Not sure why the "%1" argument, but it seems to exist on most, if not all, other
applications (exe's) in the registry under subKeys Shell>Open>Command.

1) Is this problem linked to Shell>Open>Command and if so how do I solve it?
2) Any other ideas suggestions to get the VB5.exe to open Normal (moveable)?

I had a file that had that open with format, I mistakenly changed it to a Windows Media Player format, and now can not change it back. I was thinking that I may have to reinstall the shell32.dll itself, but I saw the file on my computer. So maybe I should just find it in the Browse folder...
