Did you get this resolved? Does it still do it after the latest November update?

Go to Accessories and right click on Command Prompt. Select "Run as Administrator."

type in SFC /Scannow. Does it find and fix any problem files?

Nope, no system violation. I don't know, just new windows update seems strange and cause so many small bug. It's like forcing me to upgrade to windows 10..

Can you do a system restore back to before the October updates? if not, I would uninstall updates KB4462915 and
KB890830. Those were the October updates. Then, check to see if you still have the problem.

If you uninstall them and they're required, they will be identified via Windows Update for installation.

You should manually create a system restore point before doing what I suggested. I was in error for not mentioning that.

That's not a problem, I just uninstall it, and the external keyboard ctrl+scroll work, but the internal usage not. It's such a drag.. *sorry for swearing*.

Seems I need to tried a lot more before it. It have been a long time since I use this feature (from synaptics zoom in and out using pinch on touchpad on windows 7). I need to rollback a couple more, hahaha..
