MSVFW32.dll is either not designed to run on windows or contains error

Lately, when I try to run Picasa, I get the message "MSVFW32.dll is either not designed to run on windows or contains an error".
    I uninstalled/reinstalled Picasa, same error.
I found a good copy of MSVFW32.DLL at dlldump.com, but it won't let me replace the old file, I get permission denied.
I did Disk Cleanup, I did sfc /scannow, still same error.
    What else cam I do?
    My system is Windows 7.

    Hi gadisam,

    Welcome to SevenForums!

Download SFCFix.exe by Niemiro and place it on your Desktop

Download SFCFix.zip and place it on your Desktop

    Drag SFCFixScript.zip onto SFCFix.exe

Post SFCFix.txt which appeared on your desktop.

Couldn't download it, I only get a message "click here if it does not".
Maybe the link is bad? (the 2nd link, the one with the zip, is OK).

Here's the corrected fix without coding error.

Download SFCFix.zip and place it on your Desktop

    Drag SFCFix.zip onto SFCFix.exe

Post SFCFix.txt which appeared on your desktop.

Should be good to go now.

    You can delete C:\Windows\Windows

Click Copy and paste C:\Windows\Windows into searchbox
when Windows appears, right-click on it and choose delete.

The failure is because I deleted msvfw32.dll from my desktop, it's XP file. not Win7 file.
