Trailing/Ghosting after window when dragged around. (Multiple PC's)

    Hello!
I started having this problem for the first time this evening and for 3 hours now i tried googling my way to the solution as i have done for 20 years. But im really at a loss with this one

To make the answers brief and direct, here is a list of things i did already do to try solve this.

    • Reboot
    • In the options for performance: On/Off the "Show content in window when dragging" (with reboot)
    • sfc /scannow
    • disable graphics card in components list
    • reinstall graphics card drivers completly
    • windows update
    • windows update again after AERO theme was set
    • Save Aero theme and try with basic windows 7 settings
    • Registry clean
    • Scanned with: Bitdefender, Superantispyware and anti malwarebytes
    • Checked all other drivers
    • Did a services.msc check
    • Already had a optimized program startup list.
    • Windows 7 Pro 64x (on SSD)(pagefile too)(5 year old installation)
    • GTX1080 gpu (8gb)
    • 3440x1440 x34 Predator monitor
    • 32gb ram (3200mhz)

The very very interesting part is that this anoying issue is recreated on 2 other windows 7 machines in my home, by just accessing the performance tab and disable and enable that "show content when draging" option. The difference is that on both of these machines the problem was solved after it was left enabled and rebooted. While on this the problem remains.
So it is no doubt and windows issue.

    The issue is like this:
As you all can see, the front window to the right is being moved to the right from left. And leaves a sort of artifact trail on the window behind.

Start task manager. Do you see anything consuming the CPU?

Have you tried the option Let Windows chose what's best for my computer under performance?

Go to the control panel under administrative tools and go to event viewer. Under Applications and System see if there are any warnings and errors.

Another option is to enter "view reliability history" in the search box. Click each day that has an exclamation and a red X. What do they say?

    Something else to try.

Go to task manager and find the explorer process. Right click it and End. Now under File select new task and enter explorer.exe

Took some time to go through your suggestions, and there where errors, but nothing related to this issue.
The other suggestions did not change anything either.

It seems to be something related to the way windows projects or stores some info, i'll try put the pagefile on another ssd or something.
