    Windows Powershell can't open

    Halp!

Windows Powershell can't open as said from the title,
I am a programmer, I code batch files, Java, C++, and HTML.
I'm about to learn Powershell but there is a problem. When I try to open Windows Powershell from
All Programs > Accessories > Windows Powershell > Windows Powershell
    a message pops up saying:

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

I don't remember restricting the usage of Powershell since I am the owner of the desktop.
No I don't want the cmd solution which you type at cmd 'powershell'

    Hello Glitzchs,

That exact error message seems like you may have prevented running PowerShell using an option in the tutorial below. If so, you can delete the entry for PowerShell, and log off and on to apply.
