Last chance saloon.... Windows won't run.

Hello, I'm about to take my son's tower for repair, but being the tightest woman alive I thought I'd ask you guys for help.
Simply put, can't run Windows 7. Get into boot menu, any option I pick puts me back in the loop "start Windows normally/repair."
Can't use safe mode, Windows disc won't load, and when I get to the "repair Windows" option the keyboard and mouse lose power so I can't do anything!
And yes, I've tried using different usb ports, tried powering the keyboard using a portable charger (!!) hell, I give up.
I'm not getting technical as you can guess I'm no expert but if only I could get power to make selections I may be in with a chance. Or is this a symptom of something really obvious like drive death?
Be gentle with me good people, and any advice is welcome.

Hi,

1. Unplug the power (AC) to the computer.
2. Press and hold in the Power button on the computer for a count of 15 (yes with the power unplugged)
3. unplug all usb devices
4. only plug in the keyboard and mouse
5. plug the power cord (AC) in
6. turn on the PC

I'm not going to be around today so someone else should be here if the above doesn't help.

Edit: gave it a go. Sadly still can't use either.
Trying to use system recovery options.
Stumped. Been a few years since I've fiddled with a tower, he's had this 4 years, custom built gaming PC, local shop built it. Never come across this particular fault. I'm quite good with software but this makes my brain hurt.

Sounds like a power supply problem. If you don't do anything with the keyboard or mouse after powering it up, do they still lose power?

They work fine until I get to the system restore screen then whammo, off they go. Yesterday, while I was trying each option on the boot menu they stayed on, it was only when I reached the system restore options screen (the only item on the boot menu that didn't send me back into the loop) they went off. They flash on very briefly when unplugged from usb at this point.
Weird.

I'm still thinking power supply. For information, is the keyboard and mouse wireless?

No, they're wired..............you're right though, it's going to be power supply. I vaguely recall having the same fault many moons ago with my first PC.
You've been very helpful; at least I know it's a hardware issue and I'm going to let the guy who built it take a look.
Compliments of the season to you all, and thank you. I will finish this thread when the job is done, it might just help someone else out in the future, you never know!
