Unstable internet and object or program impossible to remove!

Well, I had a serious problem with unstable internet, disconnecting me at random...
The ISP provider couldn't find the cause, the internet connection was ok or say up to the pc input jack.
Searching in Control Panel for unnecessary programs, I did find one unknown program to me named: 'Intel(R) USB3.0 extensible hostcontroller'.
The standard procedure for removing programs gave an error and a big red cross and also the text 'Removing is not allowed on this platform' Ok.
I never had such a program that couldn't be removed at all, so that was a bit suspicious of course, may be it was kind of malicious object or rootkit?
It slipped through all my defenses, that's a fact.

To get rid of this item, I had too remove all installed programs and proceed to reformatting the HD and reinstalling Windows.
I did even find also another more recent program that couldn't be removed: WhatsApp for pc!
On Internet Intel indicates that they have discontinued anyway that Intel product mentioned above.
Now the problem is solved by reformatting the HD and reinstalling Windows.
But I still wonder what this strange object could be.
Can this happen again and how to avoid it, that's the question.

Hello koldis,

Programs that are difficult to remove often have their install/uninstaller ("setup.exe") missing from the program folder, or from the registry reference entry.

This type of problem can be caused by improper use of a registry cleaner utility, or simply by deleting the program folder and its contents before properly uninstalling the installation.

Another reason software is difficult to remove, is because in normal boot, startup programs and drivers might be using the software that you are trying to remove. So, sometimes you have to boot the computer into safe mode first, before attempting to remove the unwanted program.

Thank you for the tips.
I surely had no uninstaller for that program available because it was completely unknown and foreign or invasive to me.
It's about a HP laptop, that's the only possible connection I see.
Booting in Safe Mode could have solved the problem probably or may be and that was the right step to do and try out first.
I use a reliable registry cleaner sometimes but that never caused any such major problems.

The problem was caused by a failing or troublesome USB system probably and also unknown interferencenses.
The System Restore feature did not work either.
Because there are surely 2 USB sticks which when plugged in cause the blocking of booting of the pc at startup and the sticks have to be removed firstly and before booting the pc.
Can these 2 corrupted USB sticks be fixed somehow?
So, the driver mentioned is a legitimate HP/Intel driver and now is installed: Intel(R) USB3.0/3.1 Extensible Hostcontroller driver version 18.4 MB 12/12/2018 and this is an updated driver.
The laptop has 2 USB3.0 ports at the left side and 2 USB2.0 ports at the right side.
