Sleep is gone, and nothing helps

"Sleep" is completely gone in my shutdown menu, but none of the many "solutions" I've found all over the web actually do anything for me. The main reason none of them work is because every suggestion I've seen naively assumes I've disabled it one way or another rather than it being utterly gone and hence cannot possibly be re-enabled.

I've tried several alleged registry and group policy fixes, alleged Windows 7 components' fixes and the like, but of course none of them work. I need a far more extensive solution, one that somehow re-installs Sleep from scratch. Does anyone know how to do this?

I'm running 64-bit Windows 7 Pro.

After thought
see your running Avira pro, any that dissables/remove sleep in its dashboard
(or any other 3rd party tune-up apps)

By the way, I have indeed tried that, as well as every other relevant suggestion I could find here at SevenForums (my favorite support site )

I'm afraid I don't understand that part of your response. Are you saying Avira AntiVir Pro is somehow involved? I have the same installed on all my other three 64-bit Windows 7 Pro computers, including one that is based on exactly the same mobo, and Sleep is available on all of them.

It's also available on the 64-bit Windows 10 Pro system on this very same computer, which also has exactly the same anti-virus, with all the same settings as well.
