    "Could not connect to the System Event Notification Service service"


    Hello all, I have a persistent issue across my company's domain I would like some help with please. We are getting one main login error: “Windows could not connect to the System Event Notification Service service”

    Occasionally the login error is: “Windows could not connect to the Group Policy Client service”

    Other related errors after login: “C:\Windows\system32\config\systemprofile\Desktop refers to a location that is unavailable”

    And Windows Aero theme is usually disabled until logging out and logging back in again.

    • Only Windows 7 and 8.1 boxes affected, Windows 10 not affected
    • Only happens in the morning, once a user gets in they won’t have the issue until the next morning
    • Single or multiple reboots will fix the issue until the next morning
    • Deleting user’s profile on the local machine and rejoining domain fixed the issue for one user, but not another
    • Doesn’t seem OU specific

    Attempted fixes
    • Windows updates
    • Rejoining domain
    • Group policy update (gpupdate /force)
    • Updating Symantec to 14.2.1031.0100
    • Netsh winsock reset
    • Rebooting phones (act as switches for user PC's)
    • Reg keys: Fix: Windows Could Not Connect to the System Event Notification Service - Appuals.com
    • Setting Group Policy Service (gpsvc) to Automatic startup type
    • Setting DHCP Client service to Automatic startup type
    • Uninstalling KB2952664
    • Uninstalling Symantec AV client for the evening
    • Boot logging with SysInternals Process Monitor
    • Deleting and rebuilding local user profile
    • Safe booting, msconfig, enabling Active Directory Repair boot, rebooting
    • Windows Audio Service; uninstalling audio drivers, installing latest drivers, rebooting: Failed to connect to System Event Notification Service
    • Installing hotfix 2590550 (Can’t download; now bundled automatically with Windows updates?): Could not connect to the System Event Notification Service (SENS) issue on several Windows 7 SP1 systems
    • Restoring registry defaults for gpsvc: Solution: Windows could not connect to the Group Policy Client service | Triple-S Computers Blog – Louisville, KY computer repair specialist

    We are currently testing 3 new fixes tonight (uninstall KB2952664, uninstall/reinstall audio drivers, and default gpsvc reg keys). If anyone has any additional insight, I would greatly appreciate it. I am running out of ideas.

    Hi 23R0C001,

    Pretty extensive list that,

    Have a couple of thoughts
    take it all the comps were sysprepped - corrupt/faulty install maybe
    (were they all done from a specific Image during a certain timeframe)
    run
    sfc /scannow
    (the errors will likely be identical)

    Are they all the same user Type at login, Admin/User/Guest

    What runs overnight, stop it on one

    A shutdown process causing this

    Event Viewer - Monitor User Account Activity in Windows 8 Tutorial | Windows 8 Help Forums

    run the Repair tool
    KB947821 or Dism if thier Server editions


    Really way out thoughts
    Internet Explorer (IE8-11) defaults - its not occuring on W10 machines as they dont have it
    and compare the features options - especially Netframework.

    Dont get a lot of Business user type queries here, so the replies will likely be sparse

    Hello Roy, thanks for the reply.

    I am new a sys admin for my company but I'll try to answer to the best of my knowledge.

    I don't believe new images are sysprepped, which could potentially be an issue. This is happening on laptops that have been deployed for years though.

    I ran sfc /scannow this morning on a user, and no errors were found. I can try it again for a different user as well.

    All users are logging on with normal domain accounts.

    I don't believe any processes run overnight, except Symantec which will constantly poll machines even while they're logged out. We do run a Quest KACE Endpoint management system which scans the system image before every login. And we are currently having some issues with boxes contacting the Quest KACE server, so those could definitely be related. I need to learn more about how that all works and if it could be causing these problems.

    I will look into setting up the Event Viewer audit for logon events today.

    I will also try the System Update Readiness Tool today if I have time.

    99% of the boxes are Windows 7 Enterprise x64, maybe a few are x86.

    Even our Windows 10 machines have IE11 on them - mine does.

    Are there any better forums for business-wide system issues? Where are the best forums in general for advanced technical assistance? I've had good luck finding solutions on here in the past, albeit as a lurker.

    Hi Matt,

    OH the joys of inheriting

    I would STRONGLY advise you to sysprep your Network.
    (you will then have a clearly defined base)
    If one of the problematic comps is a spare test this out on that
    Sysprep >> then test >> add >> Symantec >> test > Add Quest
    Conflict between Symantecs/Quest?? the test will confirm if so
    perform it twice once as You (system admin) then a standard domain user
    Do the quest logs show anything


    As for Business support, that will depend on the Contract agreement "level" purchased for each
    MS - Enterprise
    Symantecs
    Quest

    There is however the MS TechNet site, which im sure would be very handy for you, free too, been there a few times to check on things even tho im a lowly Home premium user.

    This has only just happened this week on my PC also. It's just a normal home PC, not on any domain or managed infrastructure. Everything was running fine until the recent round of updates. Additionally to the problem in this discussion, my Aero themes won't load. Startup times exceed 3 minutes.


    I installed the recent round of Microsoft Updates which included .Net updates, Office 2010 updates and assorted Windows 7 Security rollups.


    I also installed a Java update around the same time.


    netsh winsock reset didn't work at all.
    My display and audio drivers haven't changed and are the latest available and have been for some time, over a year now.

    McAfee is always up to date.



    First off, KB2952664 was installed in July 2018 so I don't think that is a contributing factor and see no good reason to uninstall it as I haven't had a problem until this week.



    I have disabled the Java from start-up and this significantly improved Win7 startup but the System Event Notification Service error still pops up and Aero themes still don't load. I correct the Aero themes by stopping and starting the Themes service, however I need to do this every time I start the computer.


    I'm suspicious of either the latest .Net update or the recent Java update. Looking back to this symptom in years previously via internet searches suggests .Net updates have a tendency to cause these types of problems.


    Now, I don't use this Win7 PC for my day-to-day computing but use it to run my Garmin software and Canon camera software and associated Canon photo editing applications. Garmin Express and Canon DPP 4.0.x have been recently updated but did not cause any ill effects to my PC. (I have a nice little Linux PC for all my typical computing needs. It's just that I can't find FOSS that handles Canon CR2 raw files to my satisfaction.)



    Aside from the current start-up issues, once this old girl is up and running, it runs perfectly normally.


    I'm not any kind of IT guru, but logic to me suggests that the recent round of Windows updates bear closer scrutiny.
