Help - Desktop icons aren't clickable upon startup; blue circle stays

Hi folks, newbie a bit when it comes to win tech/hardware stuff, but need help! Currently I'm using Safe mode with Networking (hence how I'm able to write this), but under normal mode when my desktop shows, I can't click any of the icons or any icons on my taskbar (windows, IE, firefox), it's totally stuck. My cursor/mouse moves just fine, but nothing is clickable in the background, and sometimes that blue pinwheel that's spinning keeps showing up.

Can anyone please help troubleshoot? Would be super appreciative if so, need to use the laptop ASAP as well - any steps to help would be great.

Welcome to the Forum.

Please give us more details of what was happening before the issue began.
Before this began to happen did you have any freezing or BSOD?
Did you do any driver install or update?

Under safe mode, open a CMD window as Admin (right click on CMD shortcut and select Run as Administrator)
type:
sfc /scannow
It will do a System File check. Pay attention on the results.
