Windows 7 Bootloop - Endless Restart - Safe Mode & Boot DVD Not Work


Let me introduce my self, my name is Burhan.

I got this proble after upgrade my component (motherboard, processor, psu, and ram)

But i still didnt get the solution

spec pc:

i5 4460
motherboard h97m e35
psu CM 450 watt mwe
Ram 1x4 DDR3 Corsair black vengeance
hsf original
HDD WD 1 tera

I am so confused about no root cause..

This is the message error:

it preventing my windows 7 to start. Just appear screen logo > restart > Then appear 2 option recover or start windows normally (but both of them didnt working) -- this pattern always same and make it endless looping restart

i tried so many tips on internet but doesnt works

- my pc endless loop restart
- can not enter safe mode, last good conf
- can not booting dvd rom
- can not using auto recover, system image recovery, etc

all i have checked"

- Ram ok (checked on another pc)
- mobo ok (checked on another pc)
- HDD OK (checked on another pc)
- Processor ok (checked on another pc)

please tell me what can i do to fix the problem.
