[1] Check what is getting loaded at Startup [Start => in the search box type msconfig => Enter => Startup tab]. Is there anything unusual there?

[2] In Services [Start => in the search box type msconfig => Enter => Services tab] check the Hide all Microsoft services box and uncheck everything that is left. Make a note of what is checked first obviously!

[3] Click Apply => OK => Restart.

I hope this helps!

If the above technique, fails to locate the item causing the message, (possible, although not likely), you could download and run the Autoruns Tool from Microsoft - this will show every item that starts with windows, you can untick any item to test if the error still shows, once you are sure that you have correct item you can right click and delete the entry

This also looks like it MAY be a virus too, I googled "vcbagtie.exe" and came up with nada, meaning it may have been generated with a random name by a malicious process. So msconfig may not have the entry that disables it, it probably is in your Task Scheduler, but before you delete the %^%& outta it, try to find the file and scan it with NOD32, then remove it and remove the entry in your task scheduler that refers to it, you have have to search through the entire task Scheduler to find it, every nook, every cranny.
