PC Keeps going into Windows Is Loading files and instantly Reboots

My PC keeps restarting after the "Windows is loading files" screen. I tried everything. I can't even reset the drive. I tried "launch startup repair". I tried reinstalling windows. Everything has the same results. They can't start anything. Everything just goes to "windows is loading files" and then restart. I tried changing hard drive. Same thing happen. Even when i tried installing windows from Bootable USB stick and DVD installer, it can't load. It goes to the same thing. Then restarts. Please help.

It's stuck in a recovery loop -

No easy way to get out it it. Your RECOVERY partition has taken over the Drive C: assignment.

A Vista PC I was working on had this happen, I was able to get it out of recovery. I think what I did was use Hiren's BCD to boot to Mini Windows XP and I swapped the drive letters for the system drive and the recovery drive.

Since this is Windows 7, you may be able to get out of it by using a WinRE boot medium, get into OS repair, and run recboot... or is that bootrec? I keep getting that mixed it. Also, bcdedit. But I'll have to find the links on how to use those commands. Check in the tutorials section, there may already be a tutorial that tells how to get out of the recovery loop.

Also, the rebooting, is a sure sign that you are getting a BSOD, and instead of showing the BSOD screen, it's just rebooting. If you could see the BSOD, you could google the error message. But not if you can't see it. Try changing your SATA settings for AHCI rather than Legacy, or if your SATA is set to Legacy, flip it to AHCI. That's the usual cause of BSOD's during boot.

I Tried using my dad's Windows 7 Home 32 bit installation DVD but ends the same way, it goes to windoes is loading files, and when the bar is full, it restarts to the state where i turn on the pc , to the ASUS logo.

Did you do a Clean Install Windows 7
On a clean install you delete ALL windows partitions and then choose to install on the RAW partition.

It can also be a hardware issue. Was it running well before you reinstalled or you reinstalled because you had a problem?
Is the CPU fan running? Is the heat sink dust free?

Win 7 32 bits can only deal with 3.2G of memory. As you have 8G you should install Win 7 64 bits.
You can use the same Win 7 Key on 32 or 64 bits installation.

The installation media doesn't seem to be the problem.

You might have to start troubleshooting the hardware.

Disconnect peripherals.

Disconnect the HD.

Then see if the bootable media loads without any HD connected.

If not, try using only one stick of ram. Then swap to the other stick.
