Seems to be an adware.
Try Download SUPERAntiSpyware Free Edition.
As I understand it, you're internet browser is not Google but you're using the Google search engine. In any browser, you can change the search engine in its settings. For instance, I'm using Bing as the search engine in my browsers but I could change it.
Since the Gstatic message is blurry looking, I wondered if disabling the "aero' theme would effect it. It does, the message box is gone entirely with that change in place.
But I am sure that the thing is still there you just can't see it next to the START button.
I've accomplished nothing except get it out of my sight! Can't say how long it was there maybe a long time and I never saw it or bothered to notice. Just thought someone might find it interesting that w/o AERO the box is invisible.

Did you downloaded Download SUPERAntiSpyware Free Edition, installed and run?
There are two versions: Free and Pro.
The pro is paid. The Free is free.
When installing it will ask if you want to try the Pro. You probably answered yes.
I have the free version in my computer and never was asked to pay for it.
OK I get it I may have inadvertently chose the wrong one of the two. I'm glad it works for you!
It makes no difference to me as the pay version found nothing related to Gstatic which was the point of the exercise to begin with, If it had found something I'd be tickled pink and ready to open my wallet! But it didn't find anything. So back to square one.
I have turned off the 'aero mode' which in turn hides the message about trying to connect to Gstatic. It's not a fix but it is a solution of sorts.

You didn't respond to me about the search engine. It could also be an add-on in the browser.
Are you using Googles DNS service?? If so I sugest that you change your setting to cloudflare dns. Set the Preferred to 1.1.1.1 and Alternate to 1.0.0.1 Save the settings and exit. You'll notes a significant speed increase in pages opening and that message should disappear. Keep us posted.
