Trying to find which System32 executable opens file properties

I scambait, and sometimes it's useful to be able to mess with what my VM displays (i.e. fake syskey, messed up notepad, etc). Can someone point me to the file responsible for displaying information about a particular file when it is right clicked and properties is selected?

Is there some means by which I can edit how the properties tab is displayed or does that mean entirely reverse-engineering and reprogramming the whole thing?
