Now that I think back, my first screen was my personal account, admin level. After adding guest, after enabling built in admin, choices appeared.

Open an elevated cmd prompt and . . .

[1] For ALL the Standard User accounts on your computer type => net localgroups users => Enter.
[2] For ALL the Administrator accounts on your computer type => net localgroups Administrators => Enter.

Is there a message generated, if so, what does it say?
Did you run it in an elevated cmd prompt?

    Sir,

Running from Win 8 x64 : Exactly Same results from both : Elevated & Normal Command Prompt

    1.Results As Below:

    Microsoft Windows [Version 6.2.9200]
    (c) 2012 Microsoft Corporation. All rights reserved.

    C:\Windows\system32>net localgroups users
The syntax of this command is:

    NET
    [ ACCOUNTS | COMPUTER | CONFIG | CONTINUE | FILE | GROUP | HELP |
    HELPMSG | LOCALGROUP | PAUSE | SESSION | SHARE | START |
    STATISTICS | STOP | TIME | USE | USER | VIEW ]

    C:\Windows\system32>net localgroups Administrators
The syntax of this command is:

    NET
    [ ACCOUNTS | COMPUTER | CONFIG | CONTINUE | FILE | GROUP | HELP |
    HELPMSG | LOCALGROUP | PAUSE | SESSION | SHARE | START |
    STATISTICS | STOP | TIME | USE | USER | VIEW ]

    C:\Windows\system32>

    2. When running : NET USER

    C:\Users\VineetGarg>net user

    User accounts for \\XYZ-PC

    -------------------------------------------------------------------------------
    Administrator Guest VineetGarg
    The command completed successfully.

Its poor reporting! The Admin account is VineetGarg & no other a/c is there.

    3. UPDATE : ''NET LOCALGROUP USERS'' & ''NET LOCALGROUP ADMINISTRATORS'' are doing good from both the normal & elevated command prompt.

    NET LOCALGROUPS USERS

    NET LOCALGROUPS ADMINISTRATORS

    But the Info is poor!

    Sir,
They are working but the Info is not so evident : it takes time to understand.
Have a look at the info :

    Microsoft Windows [Version 6.2.9200]
    (c) 2012 Microsoft Corporation. All rights reserved.

    C:\Users\VineetGarg>NET LOCALGROUP USERS
    Alias name USERS
Comment Users are prevented from making accidental or intentional system-
wide changes and can run most applications

    Members

    -------------------------------------------------------------------------------
    NT AUTHORITY\Authenticated Users
    NT AUTHORITY\INTERACTIVE
    The command completed successfully.

    C:\Users\VineetGarg>NET LOCALGROUP ADMINISTRATORS
    Alias name ADMINISTRATORS
Comment Administrators have complete and unrestricted access to the compu
    ter/domain

    Members

    -------------------------------------------------------------------------------
    Administrator
    VineetGarg
    The command completed successfully.

    C:\Users\VineetGarg>

Here I am aware about only one a/c with Admin privileges that is VineetGarg

All I understand is look under Members But I am really confused!

    Thanks & Regards. ...
