Cant Delete file on HDD even chkdsk repair possible errors

Its quite strange , there is con.csv file that cant be deleted
I Though maybe is due indexing and preform chkdsk
Chkdsk repaired few things but file still present

Repairing


Rechecked again after Repair


Cant be deleted


I Try unlocker, delete after reboot , Wipe but it will remain , any idea how to remove this annoying file ?

Compressed maybe but not allow any modification
Yes i do but now via CMD but wia Dopus with Admin Privileges
