What I suggested seems to be a paradox. How did you install the "installer." Sorry about my ignorance of Windows.

If you right click on the UCP installer and select Properties, what is its compatibility mode set to?
np,Just like it said in description, double click on the file inside the ZIP.then boot from safe mode and install ucp.
    The compatibility:Windows XP SP3,its unchecked.

I would change the compatibility mode to Win 7. Some programs aren't compatible with SP3, if it's 64 bit.

Isn't that special? At least something changed.

In the Properties, Security, Permissions, does it have read and execute permission for your user account and the System (it should have all permissions except for special permissions)? Since you're not logged into Windows, there may not be anything for the user accounts.

    Yup,all permissions except special ones.
if i leave the compatibility unchecked it goes back to Win XP SP3 so it wasnt win 7 that the circle was spinning,I left it WIN 7 checked and as usual not launching

Just for my information, did it identify users? If it did, what permissions do they have?

Maybe a system reinstall would fix this annoying problem?
