This is strange- I tried to download a later version from various websites and either it can't be downloaded or Norton deems it as unsafe and deletes it.

You said this occurred after reinstalling Windows so, I don't know what reinstalling again would do.

Are you able to open these folders-

C:\Users"your username"\Desktop

C:\Users"your username"\AppData\Local\Temp
