Windows 7 keeps moving my desktop folder icons when I drag files in

Ok, so I hadn't cleaned my desktop in awhile and downloaded a bunch of reference images for a project that flooded off my desktop's view, so I made space and went to view> sort by> and clicked a random option to snap everything to the left.
Problem? it is continuing to do this and I don't know how to undo what I did. I keep all my folders across the top of the screen on my desktop, but every time I drag a file into a folder it snaps it back down to the left of the screen. I do not want this.

Auto arrange icons is turn off, and so is the option to allow themes to change icons. I do keep the grid snap on though out of preference and disabling it doesn't fix the issue anyway.

So question, how do I get it windows to STOP moving my folders whenever something is added to them?

It is standard i believe for windows to have the desktop icons aligned to the left of a screen. rather than across the top . if you R-click on the desktop you get the VIEW, SORT, Refresh list , as your aware the view one sets yor snap to grid as your using that. the Sort alows you to sort by type , so you should be able to keep all folders in one grouping . probably on the lLEFT of any other. if you add many more the Refresh shou;ld assist with repositioning them
Try sorting by type not size that way adding files to a folder wont make it move
