you do not have access to make the required system configuration mod

This is an HP S550 (P4, 3.2GHz)running the latest update of Win7 plus the Windows 10 Transformation pack. I set it up as an experiment with a generic account name &c to see if I could get it to work.

It works OK but now I want to use it in the shop for playing music and looking things up while I work on stuff so I want some different settings (like a link to the network folder where my music is in a taskbar toolbar and maybe different wallpaper so I remember which login I'm on.

I created another user account named Bob, made it an Administrator and made the first account a Standard user. So far so good. Then I logged in on the new account, changed the wallpaper, added the toolbar and restarted it. As expected, it asked me which account to log in so I chose Bob and it it opened Windows, then opened the Personalization window, made the error sound and an error message opened telling me

"You do not have access to make the required system configuration modifications"

    Any suggestions?

Check if you are admin? Bad move removing old user before you had it working

I didn't remove the original user, I just changed it to Standard User instead of Admin. And yes, the Bob account shows as an Admin.

Is it saying you can change the wallpaper etc or something else its not a clear error. Can you run other admin tasks ok?

It lets me change the wallpaper but when I log back in after re-booting it shows the wallpaper I set it to, then says something like Loading User Preferences, I hear an error sound, the Personalize screen opens and the desktop grays out. Then it makes another noise and the desktop returns to normal colour but with the other user account's wallpaper (simulated Win10). When I close the Personalize screen there is a message behind it that says

    "Error

You do not have access to make the required
    system Configuration Modifications. Please
rerun this installation from an administrator's
    Account"

I didn't know that changing a user's wallpaper required admin privileges. But even if it does it should let me do it because it says I am an admin.
