Ok I think at this point the only fix would be a fresh install of Win7 which I don't think Im capable of as I believe Dell does not have the drivers available anymore and I again even though I had done a few times in the past I think it would be just too much of a pain.
Being the Acronis can bring back from a Win non boot situation as well as receive a image I may as well leave it that way. I have run ckdsk as well as scannow and that did look good.

Ok I'm on my cell, what happened is I went into msconfig and went from selective startup to Norma. Restated and got the original have to load win disc to repair and then get the message disc in not comparable. So I fan not even start, u tried the acronis boot from win option and same prob.
So now I'm doing s full recovery from acronis. I choose a backup from 2021.
Will report back.
I think a lot of this stated when I bought a new hard drive last week, it would not format and made grinding noise.
I forgot it was in my dock that was on when I restated the pc..
Could that cause anything?
Back later if I get back to win os again

Ok so I went ahead and rolled back to a earlier image one that installed I took a chance and uninstalled that "a" folder in the OS. Once I did that I'm now able to use the MSCONFIG and chhose between the normal and other start up choices., so that was a plus.
I used revo to uninstall that a folder and while it was uninstalling it looked like most of it was some type or adobe files.
Again the only way I think it could of got in there was from that bad new HD, that who know may have been used?

Ok for now I have everything back to where I started, that "a" folder caused a lot of hassle with the start up choices I could not get it to start in normal startup. Once that "a: folder was deleted from my C;drive that fixed that
So its back to the main issue unable to get the repair pc in safe mode nor create a make a system repair disk.
So if anyone out there has some ideas I really work appreciate them, ior is there a fixit still available for Windows 7 or 3rd party vendor that has a sure fix for free or reasonable cost that actually works?
So for my backup and recover I will use Acronis as well as clone a extra HD toa extra backup protection.
For the errors that have had been getting please go to the start of this post.
SIW2 thanks again for the effort
