What antivirus are you using and did you recently install any new software or updates? Have you tried system restore?
I'm using ESET Secuity .. Only update i did was updated my Creative Media Source player .. Didn't try System Restore ... Only thing i can think of would be i used Windows 7 Manager to do some Tweaks not sure whether that caused it
Tweaks? Use system restore and then uninstall Eset and use Microsoft Security Essentials instead to eliminate the antivirus as the problem.
Can you share more information about your computer, version of windows and other issues that may have led to this error? What are you trying to do regarding computer management?
Here is some basic information about your administrative tools: What are Administrative Tools?.

I think Microsoft Security Essentials not available for our country .. I'm trying system restore
Yes,. Tara is right,. go to Control Panel >>> Administrative tools and Computer management is located there.
The Manage issue could be related to the context menu or the registry..
I can post as registry script and compare It yo yours
sfc /scannow may fix it from an elevated command prompt.
Otherwise, it's usually from an installed application, most notable being antivirus.
The tweaks may have had a hand in causing it.
Win 7 Ultimate is my OS I wanted to check the Event viewer to see whether any Error are logging for my MS Office 2010 becuase it freezes when i import a CSV file. As i told before it might that Windows 7 Manager or Yeterday i installed a Custom theme for Windows from SiCo for Win7 RC 7100 x86 by ~alkhan on deviantART while applying it asked to replaced some dll under System 32 like shell32.dll ExplorerFrame.dll gameux.dll wmploc.DLL
You've probably broken a key part of your system. If the System File Checker won't work its time for a clean reformat. I wouldn't trust any backed up images either. Never install any useless software or try these hacks - something will break.
