if the disk only has 1 os, then its probably a faulty disk or faulty installer, so you could check the iso hash first and then verify the burn also

Sorry that I'm Late But I'm Doing It With A Different Drive Right Now but My NVME is Faulty But the USB i was using might have been Because its cover was removed, will get back if it works or not hopefully using a USB 2.0 USB will only Impact install Speed and not The success rate.

I thought NVMe disks cannot boot in CSM (Legacy BIOS) mode, only UEFI mode. If you try to install Windows 10/11 on such disk in Legacy BIOS mode, there will be a warning that Setup cannot install Windows there because boot is not supported from that device. Probably Windows 7 Setup doesn't check because the technology wasn't available back then and lets you proceed, but you cannot boot into Windows 7. I know there are some ways to install Windows 7 in UEFI mode, but unfortunately never had to do it, so I cannot help you. There might be a Tutorial about it or Google it.

NVMe SSD is new technology.
CSM is old tech.
They are in different computer time.

However, CLOVER is a method to let NVMe/PCIe SSD boot in CSM.

btw, 32 bit Windows 10 on SSD was ok on my Lenovo laptop as well as HP 800 G1 in CSM. (I didn't try 32bit Windows 11 in CSM). that's SATA SSD.

SATA SSDs can boot in either Legacy mode (MBR) or UEFI (GPT). Windows 10 32-bit or 64-bit can be installed in either mode. You just boot with the appropriate USB flash drive, GPT for UEFI or MBR for Legacy. Rufus allows you to select what to create. Windows 11 officially supports only UEFI boot, but if you bypass compatibility check (you should anyway for an unsupported computer) you can install it in Legacy mode. I am currently typing it from my Legacy Windows 11 installation on my unsupported 3rd generation Intel Core-i7 system. Apart from extra hardware requirements you can bypass, Windows 11 is almost the same as Windows 10 64-bit with a newer skin and some differences is Settings.

PS: As far as I know most BIOS (UEFI firmwares) support booting from NVMe disks only in UEFI mode, so the OP needs to install Windows 7 in UEFI mode.

better obtain HP Windows 7 install media from HP web Cloud Recovery. It will fix issues on drivers of graphics, NVMe SSD, USB3 , , ,
HP is unique. (general diver seldom simply works when installing HP).

No need, he can use the standard Windows 7 SP1 ISO to create the DVD or USB flash drive and install Windows 7. I suggest to download all laptop drivers from HP in advance so he can install them without requiring internet access.
