Running *.reg File Before Windows Starts?

I screwed up a system file association. I created a .reg file from a portion of a full registry backup from two weeks ago. When I try and run this .reg file it tells me that not all of the data could be imported due to certain system keys currently being in use. Is it possible to execute a reg file before Windows launches explorer.exe?

Double click the file in safe mode. Right click and run as admin too.

Try safe mode with command prompt.

No luck with any of the safe modes available (Safe Mode, Safe Mode with Networking, or Safe Mode Command Prompt Only)

EDIT
Thank goodness the problem is fixed. I came across this article which had registry files for restoring the default values for common system extensions. YAY!

Laptop suddenly starts running slow after low battery

Windows 7 64bit Home Premium starts tasks I do not want running
Every time I start Windows 7, a bunch of tasks I don't want start themselves. Some are in the tray, some are running in the TASK MANAGER. I then go to CCleaner that has a STARTUP tool that allows me to DISABLE or DELETE but I delete which I do to all except my Anti-virus and Firewall. When I...

A program starts running whenever monitor is off
In the power settings, I set the monitor off time to 10 minutes. When I get away from my computer more than 10 minutes, an invisible program starts running. It uses harddisk like crazy, and I also hear the CPU fan working faster. I used "Process Explorer" to detect this program. I see a...
