What AV are you using? Have you uninstalled one recently? Doing a very quick Google, I found returns in which Norton AV was the cause, and required cleaning up after an uninstall.

In most cases, the first recommendation is to run a deep scan with Malwarebytes.

The reason that I asked about the AV is because one thread that I found, the OP found that the folders/files were from Norton AV. I have no idea of whether Avira would use these as well or not. I have not used that program, but I know that with OutPost, it has a mechanism to protect it's own files, which can be suspended, in order to troubleshoot or disable any startup items necessary. I have to use that to disable Feedback.exe in msconfig's start tab. How all of this might apply to your situation, I'm not certain, but hope that you might find it useful.
