A minor thing I know, but when I drag a window to the bottom of the screen it does not snap to full height like it supposed to do.

Running windows 7 pro

Dragging to the bottom isn't supposed to do anything. Snap works with top, left and right.

Windows 7: How to use Aero Shake, Aero Snap and Aero Peek - Coolbuster


This link tells that the bottom snap is supposed to do the same as the top. If you have a window open [not full screen] it is supposed to make it full height. I thought I tried this when I first installed 7 and it worked, but now I cant seem to get it to work

Dont even worry about that, just hold down the windows key and then use the arrows; up. down, left or right.

Here's the exact quote from the website you read:

Dragging a window to touch the top or bottom edge of the screen maximizes it to full height while retaining its width; or pull it off and the window returns to its original height.
It's poorly worded, but the "dragging" here does not mean click-and-drag the entire window using its title bar - it means click-and-drag the top or bottom edge of the window until it touches the top of the screen or the Taskbar, respectively. In other words, click-and-drag when your cursor turns into an up-down arrow.
