White lie About Windows 7 Validation?

In a topic in another forum I wrote that sth like this ( you can read full at this link)
""""Microsoft validation works and if your windows is validated after clicking on the "Validate Windows" in this page it must show this page.""""
    But a person replied:
sorry the answer ms sent is white lie, since the validation for windows7 is still in devlopment (if only a member of the msdn you may have realised this ). think when you click the validate button you are neither asked to install the activex control like invista ,xp nor the wga tool of xp is used even without acessing the system how would they tell the windows is geninune, that is the reason they do not display their original validation statement (thankyou for using geninune windows.......)

Is he telling truth? Microsoft windows validation doesn't work?
