Reset permissions to default?

I'm a newbie to Windows 7, but would resetting permissions to default help in this situation:

Reset the entire registry permissions to defaults | Windows Reference

I've haven't had to do this, but it looks promising.

FYI:

Those settings are nowhere near the default settings. Those settings will make a machine work but they are not default. In many cases the Administrator IS NOT allowed to edit the registry. This is to protect against problems.

Look at the key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\ACPI

You will see that EVERYONE has "Read", OWNER RIGHTS has "Special Permissions" and SYSTEM has "Full Control" and "Read" permissions.

So as you can see the link you have provided does not apply the rights as default.

You will find the same with files in %SystemRoot%\System32\<folder>\<filename> as well.

I came into this late but am wondering why System Restore isn't being considered.

Would it not restore the accounts to their same state before they were deleted?

Nope. The list of Login accounts wasn't effected. It was the NTFS ACLs, which aren't copied by System Restore.

At least they weren't copied during Vista's System Restore.......

Tried system restore? im not sure if it will work, but it's worth a shot.
Another thing you could try is:

1.Open notepad
2.Type sfc /scannow
3.Click save as
4.Write anything.bat
5.Change Text Document to all files
6.Save then run.
