    Yes that is true, and if it is the case here, getting permission will be easy enough

    right click, properties>security>ownership
    I think that a bit more complete path would be Properties>Security Tab>Advanced button>Permissions tab>Change Permissions button>Add button>Advanced button>Find Now button>Select user>Press OK>Select Permissions>Press OK>Check Inheritable Permission...>Press OK, then OK and OK again.

    I correct my prior statement; ownership was an inadvertent slip, agreed it should be users.
