Shortcuts and start menu went POOF.

    I've tried safemode as well, which led me to conclude that it's probably a broken or corrupt file since the result is exactly the same. No icons and a broken taskbar.

    Solved:

    Apparently this problem is a manifestation of a fix I used a long time ago to remove the short cut arrows on the icons. Restoring the original settings in the registry will fix the problem or you could use this.
