Use ImgBurn to Copy Image file from old DVD, then Copy Image file to new DVD.

    Use 4x speed with Verify.

If you mean copy a DVD directly to anther DVD without creating a file, albeit temporarily, on your hard drive then the answer is no.:)

All of the current DVD copying/cloning/duplicating software either creates a file on your HD that you need to access to create a copy of the DVD or creates a temporary file before writing this data to a new DVD and then erasing the file.

    What sort of DVD?

For data DVDs like the Windows 7 install disk, I've used Nero to copy the disk. (It can be used with a single drive, or two drives. With two drives it can copy on-the-fly, but I don't usually risk that.)

If it's a commercial movie DVD, it's usually copy protected.

There are utilities to work around that. A couple are available from:

SlySoft Products | Copy Movie DVDs with AnyDVD and CloneDVD

AnyDVD basically defeats the copy protection. It allows a copy utility to duplicate copy-protected disks as if they were unprotected. It also defeats the zone limitations, should that be of interest to you. The software isn't especially cheap, though. The version that also supports BluRay costs more.
