It sounds like your account is corrupt. See if you have better luck with the hidden administrator account.

Built-in Administrator Account - Enable or Disable[2]=User Accounts

You may also want to try, performing tasks in safe mode.

If you can get some sort of adminstrator authority, we may be able to correct the problem, not just compensate for it.

See if you can get access to the administrator account that I mentioned.

Did you repeateldyl hit f8 during boot, for safe mode?

Ok I will get the instructions for a repair install.
You may, also, want to check for a virus.

You will not be able to do a sfc scan because you must be administrator for that. Be right back.

Try this several times, see if it corrects the problem

    Repair Install

Your system is totally hosed, your only solution is a clean reinstall from scratch unfortunately.

You've either had a virus/malware infection or somebody messing with things they shouldn't have and I really doubt a repair install can even repair your installation.

I tend to agree with you Steven, but lets be sure. I do not want to do a reinstall until 100% certain.

No you need the CD. The system sounds pretty bad. You may eventually need it, like Steven said, to reinstall
