    I have determined a sure fire way to erase that drive.

    Take a brick and smash it, then buy a new one that works well, you can get a 32gb one pirated from China on E-Bay for $20.

    Did u try performing wat u want in a Linux distro? If one not avail, u can also use soem of the Live Linux distro. Sometimes, Linux can do wat Windows doesnt.

    worked for me on three different flash drives not just verbatims...

    first try to find the flashdrive detail with the help of below, If it is transcend means u can try online recovery tool from transcend official website.
