Shortcut Problem; It's lose sometimes?

In sometimes,I was opened windows then the shortcut which created but it loss.
If I was restarted windows then It returned but It was not ordered.

How is solve to problem? and What is a problem?
(Sorry, I not good the english language.)

are you saying when you create a shortcut, it sometimes dissapears, but returns on a reboot?

Sorry...Sorry....,Question again
step 1 >I have created shortcut.
step 2 >those shortcut is normal.
**step 3 >In somtimes those shortcut to lose when open windows again.(If I reboots my computer and those shortcut are returned but it's not order.)
**Why those shortcut to lose?

the shortcut is general,but it's lost when open windows sometimes only.
but base shorcut is remain.

Or use Problem Steps Recorder (just follow the tutorial, it's quite straightforward)
