Windows 7: Windows Explorer Glitch?

Hello everyone. I have an odd glitch that happens with my Windows Explorer. I'm running Win7 32 bit. My brother is running Win7 64 bit and this does not happen to him.

1. Open Windows Explorer
2. Expand the C:\ drive , (or any drive) by clicking on the arrow next to it. (Note DO NOT click directly on the C:\ drive as if you wanted Explorer to show you it's contents in the right pane/window.)
3. Scroll up on the left window to a folder that you know has sub-folders in it. Scroll up until that folder is at least half way up or higher in the left side window.
4. Now click directly on the folder that you picked out and highlight that folder so as to show you it's contents in the right pane/window.
5. Now click on the arrow for that same folder to expand it.

The glitch that happens every time for me is that the left side window of Explorer will re-shuffle and the folder I click on will go toward the bottom of the left window. Note that this will only happen if I first hightlight the folder. If I just expand the folder by clicking on the arrow it will not move to the bottom of the left window.

I tried turning off all Aero options. I also tried setting the options to full performance. None of this helped. Any suggestions?

I confirm this behavior on my machine running Win7 64-bit.

Happens even if all Aero features and other display optimizations are off, IOW Control Panel | System | Advanced System Settings | Advanced | Performance | Adjust for best performance, enabled.

I have the latest nVidia drivers on my GTX275 video card. However this doesn't feel like a video driver problem but a possible UI or Explorer bug at a higher layer in the Windows display system.

I haven't noticed this on prior versions of Windows.

Another update. I tried to recreate this on my wifes laptop running Vista Ultimate SP2. It does not happen in Vista, at least not on her laptop.

Windows 7 Enterprise (x64); Windows Server 2008 R2 (x64)

There are a lot of complaints about this in this forum. I don't believe there is a solution. For some reason Microsoft thinks this is helpful???
