New Laptop w/Windows 7 is booting in Mandarin

My husband recently brought home a new Acer Aspire 1810TZ laptop from China. The laptop did not have a power cord for the US, so I ordered one. When the cord came and the laptop booted, the startup questions were in Mandarin. After failing to get support from Acer I sent it to work with my husband to have a Mandarin speaking person do the startup. This was done and the language set to English.

60% of the text is still in Mandarin. I attempted to go to the control panel, languages, and set the items there to English but all my choices are in Mandarin. I googled a chinese converter and tried to interpret that w/o much sucess. I looked at my desktop computer, located the English setting in the language list, choose the same Mandarin location, and rebooted with no change.

My questions are:

Is the Windows 7 that is installed a Mandarin version? Can the Windows 7 text be converted to English or do I need to reinstall an English Windows 7 version. Do I have to buy one is someone, Windows or Acer, responsible for helping?

Any Ideas?

If you want any help, it would be Acer in China. Everybody else will probably not talk to you. You could buy an OEM Windows7 for $105 and install it - e.g. from here. I personally would prefer a 32bit version unless you have more than 4GB of RAM (less hassle). But a 64bit version is available for the same price.
PS: the person responsible is your husband. He should have bought a 5 language version which includes a full English set (apart from German, French, Spanish and Japanese).

What version of 7 is it it? ie Home Premium, Professional, Ultimate etc

If it's a genuine copy of Ultimate, you should be able to convert it to %100 English via downloaded Language packs.

Otherwise contact Acer to see if they can send you an English version for a fresh install if it not Windows 7 Ultimate.

If it's a pre-installed pirated copy , then you will have to purchase a Legitimate English version of Seven and do a fresh installation.
