I had a similar problem, but I don't recall how I fixed it. I know that I did a restore from disc - but I'm also sure you don't want to hear that.
Something came to mind - try device manager, uninstall the WD driver.. shut down, unplug the USB HD, restart without the external drive plugged in. When you plug the drive in the USB, it should load the drivers. Then try the safely remove icon....edit: There is also the removal policy, either in properties or in Device Mgr for that device. Change it from what it is to the other (cache write-behind or not), restart and try the icongood luck
As I said, I can't recall how I resolved it, but I think it was changing the removal policy
