    Solved


    So far this method is working:

    Here is how:
    1) Note the NUM LOCK status of your keyboard -- let's assume it is 'on' 2) Shut down your computer 3) Press the NUM LOCK key ONCE 3) Boot Windows 7 -- the NUM LOCK status, based upon our earlier assumption, will now be 'off' 4) WITHOUT PRESSING THE 'NUM LOCK' KEY shut down Windows 7 5) Press the NUM LOCK key ONCE 6) Boot Windows 7 -- the NUM LOCK status, based upon our earlier assumption, will now be 'on'
    The person who came up with this solution also wrote two programs. One will turn numlock on and the other will turn it off. I downloaded the the turn on program just in case; but I have not had to use it. You can find and download the program here:

    All of the procedures mentioned above dit NOT work for me. Every time I came at the welcome screen my numlock was OFF. No matter the previous state! Current user worked always worked, after boot it would turn on my numlock.

    HKEY CURRENT USER\Control Panel\Keyboard\InitialKeyboardIndicators was set to 2
    HKEY USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators was set to 2
    I also executed multiple scripts including the microsoft fixit.

    For those in the same situation:
    Finally fixed it by simply deleting the 'HKEY USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators' key. After boot the num-lock was ON
