Hey! quick update...I found this post on another site:

Hi Gabina,
a. Do you have any third-party clock applications installed on your computer?
If yes, uninstall the same and check if that brings about any change in the clock timing.
Let’s first check for the status of Windows Time and restart the same check if that makes any difference.
1. Click Start, type services.msc and hit ENTER.
2. Locate Windows Time.
3. Right-click and select Restart.

The solution here did not work for me I tried it and nothing changed...However! it did point me in the right direction... I right clicked on the windows time option and chose properties. Then I looked at all the tabs and chose start session. I noticed that there was a password in place and the local account option was unchecked. So I clicked on that option and I also checked permit execution/changes from desktop and clicked apply. It told me I had to restart my computer. When I rebooted and got back to my desktop I found I could change the settings manually again and it all seemed to work the way it should. If anybody has this problem... try doing what I did... Hope it works!

Win 7 64

1. Launch Group Policy Editor "C:\>gpedit"
2. Navigate to Local Group Policy Editor --> Computer Configuration --> Windows Settings --> Security Settings --> User Rights Assignment
3. Double click on "Change the system time"
4. Get the user account you want involved
5. Reboot system
6. You would be able to change system time at bottom-right corner

Windows 7 Pro

I have this exact same problem. I've already added the local user account to "Change the system time" in gpedit. I added the "Everyone" group too, just in case. I ensured "Change the time zone" had the same local user account and "Everyone" group added. My favorite part is this group policy "fix" doesn't work on any of the Windows 7 Professional machines we have. There are 10, all on different hardware.

I tried "The Wonderer"'s fix. Windows Time wasn't even running, and now it won't run anymore either.

Any other suggestions?

Windows 7 Home Premium 64 & 32bit Nobody can permanently change or adjust the date and time. If I click on the Date & Time in the bottom Right and click on "Change Date and Time Settings" then click on the change date and time button. I can then adjust / change the date and time and click OK....
