Check that "Store and display recently opened programs" is checked in Taskbar and Start Menu properties.

Control Panel -> View small icons -> Taskbar and Start Menu Properties.

Hummm... Check this tutorial Recent Items - Turn On or Off It has my suggestion, plus some other stuff to do (As usual, Brink is much more comprehensive than I am.)
