Are you running elevated command prompt?
There is a tutorial on how to do so at Elevated Command Prompt

Have a look at Start System Restore from a command prompt

Hopefully this will do the trick.

Have a look at SFC Scannow - How to Use SFC Scannow to Repair Protected Windows Operating System Files

    Hope this helps.

If you want the old .exe back. just do a system restore. It will remove the old and bring back the new. All will be like it was before you tried to improve the OS.

I tried once before and it still didn't work. And the SFC Scannow didn't work because i can't run CMD as admin!

You should be able to run cmd.exe as an admin by following this guide from How to Open Elevated Command Prompt with Administrator Privileges in Windows Vista My Digital Life
Press on Win + R keyboard keys.
Type in Cmd into the Open textbox.
    Hit OK or press Enter.
