Anyway, try Partition Wizard, although you will most likely BSOD yourself because path's are quite important.

Whatever volume you boot from should become C.
Do you think you could post a snip of disk management?
Leave it or reinstall with C: free.
To assign C: and cut out the 100mb SysReserved partition installed when you format using installer:
Boot DVD>Repair console>Recovery tools, open Command Line, type:
DISKPART
LIST DISK
SELECT DISK # (for Windows 7 disk)
clean
create partition primary
select partition 1
assign letter=c:
active
format
exit
