cant run msconfig and services.msc

    Open Services.msc in safe mode and try reenabling the services you disabled in the first place. If you dont remember, enable them all. IIRC, the service called "Application Information Service" should be the culprit.

    Also, download malwarebytes antimalware (its freeware) and scan.
    Could also be remote procedure call or half a dozen others.

    The important thing to understand is that services are not pick and choose... some of these things have to be running for windows to work right.

    Exactly! I stopped counting how many machines I've had to repair because someone decided to go crazy disabling services to "speed up" their OS, but didn't have a clue as to what they were actually doing. I just leave mine at default now. If you have a good enough CPU, and enough memory you don't really need to touch them. Unless you are addressing a specific problem.
