If you're using a brand new computer direct from manufacturer, your activation should be taken care of. Are you sure you're not actually downloading? Check your internet options to see where downloads should be saving. Now check that directory after clicking this link: Download SpeedFan 4.40

If you have a secondary computer, download an installation of Firefox and install it. After it's installed, come back to to this page and attempt to download from here. Once you click the link hit Ctrl+J if a dialog doesn't come up. That will tell you whether or not you're downloading the file.

ok, It actually let me download firefox, but then it came up with this.....Unable to connect

Firefox can't establish a connection to the server at www.mozilla.com.

    * The site could be temporarily unavailable or too busy. Try again in a few
    moments.
    * If you are unable to load any pages, check your computer's network
    connection.
    * If your computer or network is protected by a firewall or proxy, make sure
that Firefox is permitted to access the Web.

Sounds like your internet is down for some reason.

Make sure you're activated for posterity's sake.

Start > Right Click Computer > Properties > You should see a line that says Microsoft Windows is activated and a software key.

But you can't download anything through IE or FF? Did you check the activation?

Good Point, Turn off your anti-virus and/or firewall and try to download.

BTW, What happens when you can't download? Do you get an error or a not 404 page like before? Do you just not see anything?

Did you run and malware and antivirus scan as suggested?
