Locked folders

New to Win 7, my Documents and settings folder and Windows folders are locked. I am the administrator, but it won't let me in. ??

Hi Can somebody tell me how do i get rid of that Lock in my folders. I got to open some folders but when i click to open that nagging message pops up telling me that i don´t have permission to open it. What do i have to do to open the folders? madgirl
