I disabled the built-in Windows Search (or whatever it's called "Find"?) feature to save on resources.

You can fix this quite easily. Bring up the System Properties by right-clicking on Computer and then clicking Advanced system settings. Click on the Advanced tab (if not already pre-selected) and then click on Environment Variables... Under the section headed System variables, scroll down to the line which has the variable name PATHEXT, highlight it by clicking on it and then click Edit... Enter the following into the variable value box:
.com;.exe;.bat;.cmd;.vbs;.vbe;.js;.jse;.wsf;.wsh;.msc or, alternatively, just add ;.exe to the end of what is already there.
Finally, click OK 3 times to close the dialogue boxes.
You're right - I have no idea when cmd last worked properly.
