I would look in the Event Logs and see what is hanging up. Then you can see if it is a program you can live without and uninstall it. If you need it you can see if there is a new version or report the problem to the software vendor so they can fix it.
The programme that was still open everytime I tried to close down was something along the lines of "Explore, playing sound"

I don't know if this helps?
Have you selected a special shutdown sound? Maybe the machine is hanging up on that sound??.

I haven't changed the shutdown sound, I have kept everything as factory settings apart from my desktop background.

Isn't that just a fancy that program that just using the shutdown command "shutdown /s /f /m \\127.0.0.1" *lol*
