text and icons get fuzzy after mouseover, or scrolling

Hi, my text and icons get fuzzy for about a second after mouseover, scrolling a page, or if there are moving graphics in the background such as in games. This happens on my desktop, in firefox, IE, or in a game, it seems to only effect text and icons, any help would be appreciated. I am using win7 64 bit, a 9800 gt graphichs card, and the latest drivers.

Does this happen on a cold and a hot system? And did you get your drivers for your card from MS or the manufacturers website

Certainly sounds like a driver or graphics card problem. Go to device manager and look for any yellow warning markers, indicating problems with drivers.

Fill out system specs. It may be memory problems. How much RAM?
Type the words memory diagnotics in search. Then take the memory diagnotics test.

Try Resetting IE to default. IE TOOLS/ Internet Options/ Advanced/ RESET.
Let us know how that went.

Go to help and support and find out how to change the clear type setting.
