You can still change the keyboard to write in Arabic. Whether or not you can read Arabic, I dunno:) But the OS isn't available in Arabic per this statement
*Note: If you used the Hindi or Arabic language versions of the Beta, thank you for helping us test those languages. Because the RC is not available in Hindi or Arabic, we encourage you to either install Windows 7 RC in another language or reinstall a prior version of Windows before the Beta expires on August 1, 2009.

yes...arabic fonts are supported (meaning you can read arabic things), and you can write documents etc in arabic. but the help files, and the names of things such as computer, documents etc are currently only available in english, german, japanese, spanish, and french.

You can not write in Arabic in the RC, you can read, copy paste, but you can not have Arabic input from a keyboard.

That's incorrect. I just changed my keyboard input to arabic. As a side note they've released arabic language pack so that everything else in Windows will be in arabic... (The language pack isn't for writing, that feature already existed)

To do this, hit start > Change keyboard> hit enter> hit change keyboards button... add arabic keyboard. Boom shakala you are in business

You can read and write in Arabic by default.

Also there is an Arabic MUI if you need.

I have one for the Build 7137.
